Unpacking minimum standards: What you need to know now and what is coming in 2027

Victoria's rental minimum standards have changed again, and there is a lot for Property Managers and Rental Providers to understand!

In this recorded training session, Hayley Mitchell unpacks the current legislative requirements, the changes that commenced on 13 October 2026 and the additional energy efficiency standards coming in 2027.

More importantly, we look at what this means for your agency, the evidence you need to retain and how to prepare your Rental Providers for their obligations.

In this session, we cover:

  • The 15 current rental minimum standards and your obligations before advertising a property.

  • What changed on 13 October 2026, including mandatory record keeping and gas and electrical safety checks.

  • Section 65A and 65C of the Residential Tenancies Act and what they mean for compliance.

  • What documentary evidence you should be collecting and retaining.

  • The new energy efficiency standards commencing in 2027, including heating, cooling, hot water, showerheads, insulation and draughtproofing.

  • Additional safety checks required before certain upgrades.

  • How to communicate with Rental Providers and why independent minimum standards assessments are worth considering.

Resources included with this training:

  • Presentation slides.

  • Relevant Residential Tenancies Act and Regulations.

  • Consumer Affairs Victoria minimum standards checklist.

  • Consumer Affairs Victoria energy efficiency guide.

  • Suggested Rental Provider email templates you can customise and use in your agency.

The key message? It is no longer enough to assume a property complies. You need to be able to demonstrate compliance with supporting evidence.

This session is designed to help you understand your obligations, put practical processes in place and prepare your agency and Rental Providers for the changes ahead.

Recorded 18 October 2026. Victorian legislation applies.
